They also promote local recreation over fossil-fuel consuming driving to high mountain destinations for kayakers. They can be a revenue generating operation for the city that builds it, and perhaps even displace illegal activity taking place along a river. Bringing a focus back to a river long taken for granted in a community can bring about awareness of water and pollution issues as well.
